<p>Taylor Borough, in the heart of Lackawanna County’s Anthracite Region, like so many small Pennsylvania communities, once thrived on coal mining and heavy industry. The 150-acre former Taylor Colliery site hosted both of these activities, providing nearly 700 jobs for the community. For the last 40 years, the colliery has sat idle, leaving behind an environmental legacy of acid mine drainage and dangerous subsidence. Since Taylor Borough is land-locked with little other ground available for new development, a determined group of community leaders, local businesses and government representatives focused on redeveloping the existing colliery site.</p>
<p> Since 2003, Taylor’s Planning Commission has secured several federal brownfields grants from the U.S. Environmental Protection Agency to assess the redevelopment potential of the abandoned colliery. In 2006, the property was designated as a Pennsylvania Brownfield Action Team site, helping the borough to secure several other state grants to support the project. In 2010, the Department of Environmental Protection’s Bureau of Abandoned Mine Reclamation completed a $1.4 million reclamation of an 85-acre portion of the site, eliminating such public health and safety hazards as dangerous mine spoil piles and embankments, vertical mine shafts, hazardous mining equipment and structural debris left from former coal mining operations at the colliery site.</p>
<p> In addition, a portion of the Keyser Creek channel affected by heavy amounts of sedimentation from red ash materials has been reconstructed and stabilized, improving not only water quality but alleviating some stormwater problems as well.</p>
<p> After several years of planning and public input, preliminary designs for the site include creation of 40 acres of open space, hundreds of new homes, space for offices and light industrial uses, and a retail center that could become the new town center. The borough estimates redevelopment of the entire site, once complete, could generate annual revenue of up to $3 million, and more than 250 jobs for the region, serving as a national model for future brownfield/grayfield projects.</p>

<div>A team of scientists from Moriarty Environmental Solutions were busy taking samples on 90 acres of the Taylor Colliery Property last week.</div>

<p>&#8220;A few years ago we had soil testing conducted in areas of the property where coal storage had occurred in the past,&#8221; said borough manager Daniel Zeleniak. &#8220;This was conducted utilizing funds from a $350,000 grant provided by the Environmental Protection Agency to the borough in 2006.&#8221;</p>
<p>According to Zeleniak, the previous testing showed slightly elevated levels of Arsenic, a naturally occurring element found in coal fields.</p>
<p>&#8220;They were above the limit for housing, but acceptable for commercial development,&#8221; he said. &#8220;Since then we had applied for an industrial sites reuse grant from the state Department of Community and Economic Development. This funding will pay for 75 percent of the retesting done by Moriarty.&#8221;</p>
<p>The borough is conducting a second round of soil testing to guide the type of development on the property.</p>
<p>&#8220;We hope that there are no restrictions on the future or potential of the property,&#8221; he said.</p>
<p>Zeleniak also explained that even results showing higher than acceptable amounts of Arsenic can be mitigated.</p>
<p>&#8220;There are various construction and land development technics to ensure public health and safety issues are properly addressed,&#8221; he added.</p>
<p>For example, development may include placing open spaces, industrial development, or parking lots in areas with unacceptable levels of Arsenic.</p>
<p>The borough anticipates results to become available within the next month.</p>
<p>&#8220;If everything comes back in acceptable ranges, we will then apply to the state Department of Environmental Protection for act two clearance for Arsenic.&#8221;</p>
<p>Zeleniak said that state clearance guarantees a developers interested in the site protection from any potential future claims related to Arsenic</p>

			<content:encoded><![CDATA[<p><strong><span style="font-size: x-small;">The Story of the Taylor Memorial Cemetery</span></strong></p>
<p>How fortunate we are to have such a piece of untouched history right here in<br />
the center of our town! From the early pioneer days of farm settlements, horse<br />
and wagon transportation, and several coal-mining villages, much has changed in<br />
these parts. Although much change has taken place throughout all of Taylor, time<br />
has yet to set its mark within the confines of the 1905-dated iron fence that<br />
still surrounds the Taylor Memorial Cemetery.</p>
<p>This historic cemetery has been a part of Taylor&#8217;s history since a local<br />
farmer began burying his family members and other townspeople there in the late<br />
1700&#8242;s. The Pond Street area was once considered the front of the cemetery until<br />
the mid-1800s when the &#8220;Mother Presbyterian Church&#8221; was built facing Main<br />
Street. Since then most other stones have faced Main Street. You will notice<br />
this while exploring the cemetery, which was once referred to as &#8220;God&#8217;s Acre&#8221;.</p>
<p>The church, built in 1848, is the oldest known building in Taylor. A<br />
1907-dated document states that at that time the oldest marked stone was from<br />
1834 and was that of an infant boy. In the 1800&#8242;s a handmade wooden fence<br />
surrounded the cemetery, but was later taken down and replaced with the current<br />
iron fence in 1905. it is said that the wooden fence was knocked down in some<br />
areas by speeding &#8220;horse and wagons&#8221; which would make quick turns around the<br />
corners of the alleys (courts).</p>
<p>The year 1905 brought some change to the cemetery. Prior to &#8220;Memorial Day<br />
1905&#8243; the Women&#8217;s Christian Temperance Union Society of Taylor began a fund<br />
drive to make necessary changes in the cemetery. Money was raised in Taylor to<br />
replace the original wood-shingled roof with the current &#8220;slate-shingled&#8221; that<br />
recently celebrated its 96<sup>th</sup> Birthday. Also sharing in that<br />
celebration are the slate steps that lead up and into the front door of the<br />
church, the iron fence surrounding the cemetery, and the Norway Maple trees<br />
which still serve to provide some comfort of shade while visiting the cemetery.<br />
The original entrance into the church was a pioneer-day style wooden porch and<br />
set of steps. It was also learned that as part of the fund drive the wood from<br />
the original fence was sold for four dollars.</p>
<p>Of the buried listed in the registry, two people stand out in a national-<br />
historical perspective. Parley Hughes, a soldier of the American Revolution, was<br />
said to have been a bodyguard to General George Washington. Eliza Pulver was a<br />
teacher of President Grover Cleveland in New York State during his boyhood days.</p>
<p>If you take notice of the dates on the stones you will notice that many of<br />
the buried died at a young age. Due to a lack of good sanitary methods, diseases<br />
ran rampant throughout much of the world in the 1800s. No medications had yet<br />
been found to aid the sick, and many died of these diseases. Also, with unsafe<br />
labor practices in the mines, many men died young in Taylor.</p>
<p>It was on Memorial Day 1905 when the dedication ceremony took place<br />
celebrating the renovations to the cemetery. Many citizens from Taylor took part<br />
in both the fund drive and the celebration. For example, it was learned that<br />
classes from the Taylor School District collected money. Amounts like<br />
seventy-five cents from certain classes were collected. A doctor&#8217;s donation<br />
might have been five dollars, for example. These early citizens had everything<br />
to be proud of. Times were tough, but townspeople pulled together to reach a<br />
much needed goal.</p>
<p>As the mid-1900&#8242;s approached more Presbyterian Church structures were being<br />
built throughout Lackawanna County. Many flocked to these modern houses of<br />
worship. The population of church members decreased to a number so low that the<br />
Mother Presbyterian Church would close its doors as a house of worship forever.<br />
The church and cemetery grounds were turned over to the hands of Taylor Borough.<br />
Today this historic structure and cemetery stand as a symbol of Taylor&#8217;s past.</p>

<p><strong>Truck Zoo  Taylor library to offered educational program</strong></p>
<p>Lights and sirens and big-rigs, oh my!</p>
<p>Children living in the Triboro community had a unique hands-on opportunity at the Taylor Community Library, as they explored its first-ever &#8220;truck zoo.&#8221;</p>
<p>&#8220;I was at a library conference that I had heard about another library where they did something like this,&#8221; said library director Jeanie Sluck. &#8220;This isn&#8217;t a new concept, but it is something we have never done here at the Taylor facility.&#8221;</p>
<p>The truck zoo  slated and featured Taylor  police and Taylor  fire vehicles, a Bobcat from Lane&#8217;s Crane and a dump truck from the borough. Additional vehicles may be added to the program. In additional to the display, equipment operators will be on site to explain the vehicles and various jobs to children attending the event.</p>

<p>The simple fact is often forgotten in the ongoing debate over crime and its causes. Prevention works when individuals take common-sense actions to protect themselves, their families, and property. It works when these individuals, singly or in groups, reach out to strengthen communities.</p>
<p>The theme for crime prevention goes back to these basics: good home security, self-protection skills for kids and grown-ups, drug prevention, and Neighborhood Watch.</p>
<p>Crime prevention does begin at home, the first community that children know. The sense of security that comes from living in a home that provides physical safety, love and support empowers the child to explore, learn and trust. In the home, adults who settle their differences without violence–without abusive words or actions–set a powerful example. This foundation also sets the stage for community prevention efforts–involving young and old, law enforcement, schools, businesses, religious institutions, community organizations, government agencies–that have the power to drive crime and fear from our lives.</p>
<p><strong>Test Your Street Smarts:</strong></p>
<p>Do you:</p>
<p>Jog or walk by yourself early in the morning or late at night when the streets are quiet and deserted?</p>
<p>Stuff your purse with cash, keys, credit cards, checkbook–and then leave it wide open on a counter, a desk, the floor? Put your wallet in a jacket, which you then hang up or throw over a chair?</p>
<p>Let your mind wander–thinking about your job, or all the things you have to do–when you walk or drive?</p>
<p>Think it’s a waste of time to lock your car when you’ll be back in a few minutes?</p>
<p>If you answered “YES” to any question, you need to change a few habits. Even if you answered “NO” and made a perfect score, read on. Spend a few moments now to prevent trouble later.</p>
<p><strong>Basic Street Sense:</strong></p>
<p>Whenever you are–on the street, in an office building or shopping mall, driving, waiting for a bus or subway–stay alert and tuned in to your surroundings.</p>
<p>Send the message that you’re calm, confident, and know where you are going.</p>
<p>Trust your instincts. If something or someone makes you uneasy, avoid the person or leave.</p>
<p>Know the neighborhoods where you live and work. Check out the locations of police and fire stations, public telephones, hospitals and restaurants, or stores that are open late.</p>
<p><strong>On Foot – Day and Night:</strong></p>
<p>Stick to well lighted, well traveled streets. Avoid shortcuts through wooded areas, parking lots or alleys.</p>
<p>Don’t flash large amounts of cash or other tempting objects like expensive jewelry or clothing.</p>
<p>Carry a purse close to your body, not dangling by the straps. Put a wallet in an inside coat or front pants pocket, not a back pocket.</p>
<p>Try to use automated teller machines in the daytime. Have a card in hand and don’t approach the machine if you’re uneasy about people nearby.</p>
<p>Don’t wear shoes or clothing that restricts your movements.</p>
<p>Have your car or house key in hand before you reach the door.</p>
<p>If you think someone is following you, switch direction or cross the street. Walk toward an open store, restaurant, or lighted house. If you are scared, yell for help.</p>
<p>Have to work late? Make sure there are others in the building, and ask someone–a colleague or security guard–to walk you to your car or transit stop.</p>
<p><strong>On Wheels:</strong></p>
<p>Keep your car in good running condition. Make sure there’s enough gas to get where you’re going and back.</p>
<p>Always roll up the windows and lock car doors, even if you are coming right back. Check inside and out before getting in.</p>
<p>Avoid parking in isolated areas. Be especially alert in lots and underground parking areas.</p>
<p>If you think that someone is following you, don’t head home. Head to the nearest police or fire station, gas station, or open business to get help.</p>
<p>Don’t pick up hitchhikers. Don’t hitchhike.</p>
<h1 style="text-align: center;"><strong><strong><strong><strong>Taylor Crime Watch brings extra set of eyes to borough streets </strong></strong></strong></strong></h1>

<p>TAYLOR &#8211; Dean Martin walks the streets of Taylor every day.</p>
<p>He&#8217;s not a mailman and doesn&#8217;t do it to improve his health. Rather, he strolls the sidewalks as a member of Taylor Neighborhood Crime Watch.</p>
<p><a href="http://taylorborough.com/wp-content/uploads/2011/09/Dean.jpg"><img class="alignleft" title="Dean" src="http://taylorborough.com/wp-content/uploads/2011/09/Dean-300x201.jpg" alt="" width="300" height="201" /></a>&#8220;I get out every single day. Christmas Day &#8211; even my birthday,&#8221; Mr. Martin said.</p>
<p>Revival of the group, which had fallen dormant for two decades, began in 2009 with Mr. Martin, a Bristol Lane resident.</p>
<p>Now, with about two dozen members, the group is small but looking to grow, and its efforts have been welcomed by borough officials.</p>
<p>&#8220;If they see anything suspicious, they call the cops,&#8221; said Councilman John Tigue, who heads council&#8217;s public safety committee.</p>
<p>Borough Police Chief Leonard Mickavicz added, &#8220;They&#8217;re active. They&#8217;re an extra set of eyes out there.&#8221;</p>
<p>Members meet monthly and take turns walking or driving around town. There are two to six Crime Watch members in any given neighborhood of Taylor, and they usually start in their own neighborhood and work their way out into other areas, Mr. Martin said.</p>
<p>Either way, whether walking or driving, the goal is to be visible; members have magnetic signs for vehicles and reflective vests for pedestrians, he said. Mr. Martin said he tells members, &#8220;You&#8217;re there to look for crime and report any crime you find, but I want everybody to see you.&#8221;</p>
<p>Prospective members undergo training and background checks, he said. Members, who range in age from 20s to 80s, carry Crime Watch identification cards and also must sign a statement affirming that they have read and understand the group&#8217;s rules, which include never intervening in a crime or taking matters into their own hands, Mr. Martin said.</p>
<p>&#8220;Eyes and ears only. We have a 100 percent hands-off policy,&#8221; said Mr. Martin. He stresses to members, &#8220;You are not a law enforcement officer &#8211; period.&#8221;</p>
<p>Before going out on a patrol, members inform patrol coordinators of their activities, and afterward fill out a patrol<a href="http://taylorborough.com/wp-content/uploads/2011/09/Dean2.jpg"><img class="alignleft" title="Dean2" src="http://taylorborough.com/wp-content/uploads/2011/09/Dean2-300x196.jpg" alt="" width="300" height="196" /></a> report, Mr. Martin said.</p>
<p>&#8220;What we&#8217;re trying to do is get people out,&#8221; Mr. Martin said. &#8220;In my area, for the longest time, I didn&#8217;t know my neighbors.&#8221;</p>
<p>A cook for Meals on Wheels, Mr. Martin said he was spurred to get involved and began resurrecting the crime watch group in 2009, after a 5-year-old girl from his neighborhood had been beaten and sexually assaulted in her bedroom by a stranger attending a Fourth of July party at the girl&#8217;s home, he said. The first task Mr. Martin and other members undertook as a group was a fundraiser for the girl and her family.</p>
<p>&#8220;We had Crime Watch signs in town. When I asked about becoming a member, they (local officials) said, &#8216;It doesn&#8217;t even exist anymore. Why don&#8217;t you start it?&#8217; And I agreed to it,&#8221; he said.</p>
<p>Since its revival, the Crime Watch group also has hosted speakers on crime prevention regarding bullying and gang activity, sponsored a Christmas party for seniors and cleaned up litter on Earth Day, Mr. Martin said. In August, Taylor Neighborhood Crime Watch joined roughly 15,000 communities across the country in hosting the 28th annual National Night Out, a nationwide event that aims to promote safe communities by advocating crime prevention. It was the first National Night Out in Taylor in 20 years.</p>
<p>Crime Watch members also have helped find shelter, food and clothing for homeless individuals, and donated funds to fire victims, he said.</p>
<p><a href="http://taylorborough.com/wp-content/uploads/2011/09/dean3.jpg"><img class="alignleft" title="dean3" src="http://taylorborough.com/wp-content/uploads/2011/09/dean3-300x200.jpg" alt="" width="300" height="200" /></a>When it comes to crime, Mr. Martin also looks beyond Taylor&#8217;s borders and is hoping to organize a regional law enforcement and emergency services expo in the summer. It&#8217;s in the early planning stages, but he envisions a one- or two-day event that brings together various police and emergency services agencies in one location where they can display exhibits or perform demonstrations. Such an event would generally be an opportunity for police and emergency services personnel to promote their activities and give the public a chance to interact with them, he said.</p>
<p>&#8220;Everybody has some kind of mutual aid set up,&#8221; Mr. Martin said. &#8220;The idea is to make the public aware of all the various facets.&#8221;</p>

<p>TAYLOR – Borough residents had the chance to learn about their police department and neighborhood crime watch on Tuesday, Aug. 2, during the family-friendly National Night Out celebration at the Taylor Community Center.</p>
<p>The event included games, finger printing, face painting, pie throwing and sack races for children. Volunteers grilled hot dogs and hamburgers as those in attendance browsed a table of cakes and other sweets donated by the Lackawanna County District Attorney’s Office.</p>
<p>Members of the Taylor Neighborhood Crime Watch, now in its second year, have noticed that the community has become more open.</p>
<p>“They feel safer now and everybody is getting to know their neighbor better,” said Dean Martin, the group’s executive director. “That’s what makes Taylor really nice.”</p>
<p>The participants of the watch group take daily walks through their neighborhood and even participate in bicycle or driving patrols to keep an eye out for anything suspicious.</p>
<p>“This is what makes the neighborhood residents feel so safe. They always see the watch out introducing themselves and handing out information,” Martin said.</p>
<p>Newly appointed Taylor Police Chief Len Mickavicz, who has been involved with the department for 30 years, said the community has seen a change in population over the years, but overall, they aren’t facing any issues that are proving to become too overwhelming.</p>
<p>“Everybody isn’t overwhelmed with the drug problem or anything. We still have a nice, tight knit community.</p>
<p>“These people here are actively involved, and anything out of the ordinary they report right away.” Mikavicz added of the crime watch.</p>
<p>Martin said he is very proud that the watch provided help for nine homeless people last year. He and Borough Manager Dan Zeleniak provided people with information on shelters and helped to get them out of the elements.</p>
<p>Mayor Richard Bowen is delighted for the help that the group provides for his community.</p>
<p>“They know their responsibilities and they react to their jobs. They do the right thing,” Bowen said. “That’s what the crime watch is supposed to do. That’s a big help to the borough and the community.”</p>
<p>Becoming part of the group isn’t the only way to help keep the borough safe, Martin said.</p>
<p>“It’s nice for camaraderie, but just keep an eye on your neighbor,” said Martin. “Don’t be ashamed or embarrassed or afraid to ask what you can do if they need help. You don’t have to join a crime watch to know to do the right things.”</p>

<p>Taylor Crime Watch helped sponsor a Christmas party at the<em> </em><em>Riverside Rehabilitation. The party had a visit from Santa 60 residents from the Rehabilitation Center were in attendance.  The Crime Watch members at the party were Dean Martin, Erin Keiper, Kathy Barlow, Warren Barlow, Thomas Bracey, Dave Kleback and Ellen Gilboy.  A great time was had by all.  </em></p>

<p>Taylor Borough Tax Collector is an Elected Office with a term of four (4) years</p>
<p>Taylor Borough currently has NO BOROUGH TAXES and NO GARBAGE FEE.</p>
<p>Taylor Borough has a County Tax collected by Lackawanna County , PA.</p>
<p>All Taylor Borough residents are required to pay a 1% wage tax which is based on earned income.  Don Wilkinson Agency collects this tax with 1/2% going to Taylor Borough and the other 1/2% going to the School District.  The Borough Tax Collector is not responsible in any way for the collection of this tax.</p>
<p>Local Services Tax (LST) which is a flat fee of fifty-two dollars ($52.00) per year is also collected by the Don Wilkinson Agency (aka; Central Tax Bureau) ($47.00 goes to Taylor Borough and $5.00 goes to Riverside School District).</p>
<p>School Taxes are collected on a yearly basis with the schedule below.  Please remember that the Tax Collector will not be able to collect taxes after December 31, mandated by law.</p>

It is our intention at TaylorBorough.com to provide it&#8217;s visitors with an informative recap of our community.</p>
<p>Historically it is reported that the Borough of Taylor had been named for millionaire, Moses Taylor.</p>
<p>Taylor was the owner of the Delaware , Lackawanna and Western Railroads.</p>
<p>Some of the monies he accrued throughout his lifetime were dedicated to building a hospital, which today bears his name, Moses Taylor Hospital, in nearby Scranton PA. The hospital was constructed in 1892 for the treatment of the sick and injured coal miners and railroad workers who populated the area.</p>
<p>Originally, Taylor Borough, was named &#8220;The Union&#8221;. Later it was decided to rename to community to honor Moses Taylor by renaming the community &#8220;Taylorville&#8221;. In the early 1900 the name was again changed, due in part from the United States Postal Service to Taylor.</p>
<p>It is unclear if Moses Taylor was ever actually in Scranton or Taylor, but he left a dramatic impact on the communities by sharing his fortunes with much of Lackawanna County. He was a resident of, and spent much of his life in New York City.</p>
<h2>Famous People</h2>
<p><strong>Ira C. Atherton</strong><br />
Ira C. Atherton was the son of John Atherton, Jr. and Catherine &#8220;Katie&#8221; Ward Atherton. He was the grandson of John Atherton, Sr., a founding father of Taylor. He was born in 1819 and died in 1897.</p>
<p>Ira was a carpenter then later became a farmer. He had interests in local real estate and served as a Lackawanna Valley School Director. He was married to Mary Pulver Atherton, and together they had seven children.</p>
<p>The Atherton&#8217;s raised their seven children on South Main Street.</p>
<p><strong>John Atherton, Jr.</strong><br />
John, Jr was the son of John Sr., and Mary Atherton. His father John Sr. was a founding father of Taylor, along with his Uncle Eleazer. He was born in 1790 and died in 1873.</p>
<p>His wifew was Catherine &#8220;Katie&#8221; Ward Atherton. Together they had six children. Throughout his life John Jr. Saw a major industrial transition take place in this town. In the year he was born our young nation&#8217;s leader was President Washington and farming was our chief industry. In the year he died Ulysses S. Grant was our country&#8217;s leader and Anthracite Coal Mining was the booming industry here.</p>
<p>It was during this generation of the Atherton&#8217;s when the Delaware, Lackawanna and Western Railroad, led by New York City investor, Moses Taylor, purchased the Union Coal Company, which was the first colliery in Taylor.</p>
<p><strong>Margaret Atherton</strong><br />
Margaret Atherton was the daughter of Eleazar and Martha. She was born in this town in 1794 and died in 1861. She was the first white (non-Native American) girl born in the Lackawanna Valley. Margaret taught school in the Atherton School for many years and said to have been very successful. She was a self-educated teacher and besides this work she cared for her father and mother as long as they lived.</p>
<p><strong>Thomas Y. Atherton</strong><br />
Thomas Y. Atherton was the son of Eleazer and Martha. He was born in this town in 1792 and died in 1868. Thomas Y. was the first white (non-Native American) boy born in the Lackawanna Valley. He was a very vigorous man who spent much of his life chopping and clearing the land and threshing with a flail, as machinery on the farm was then unknown.</p>
<p>He became a very religious man and great reader of national history, as well as one of the best statisticians of the time. As long as he lived he could give the majorities by which all the presidents and governors of states were elected from memory.</p>
<p>Thomas Y., along with his sister Margaret, cared for his father and mother as long as they lived.</p>
<p><strong>Thomas Y. Atherton</strong><br />
Thomas Y. Atherton was the infant son of Joseph and Phebe Vosburg Atherton. He was born in 1834 and died on March 25th of that same year. His marker is the oldest in the Taylor Memorial Cemetery.</p>
<p>His death preceded the deaths of all the Athertons in this town including the death of his Grand-Father Eleazer.</p>
<p><strong>Morgan J. Harris</strong><br />
Morgan J. Harris was born May 22, 1863, in Morganshire, South Wales, and in 1863 emigrated to the United States. He settled in 1868 in the Lackawanna Valley, and being an experienced miner he was appointed in 1869 foreman of the the Taylor Mine, a position he held the remainder of his life.</p>
<p>His wife was Ann Price, born in 1837, born in the same country as her husband. They were married in their native country, where two of their eighteen children were born. These two they borough with them to Minersville, Schuylkill County, which was their first home in the new land, and where they remained until they moved to Lackawanna County.</p>
<p>One of their children, Henry E. Harris, became a well-respected inside mine superintendent of the Archbald Colliery in Taylor. He succeeded in keeping this colliery of over 600 inside mine workers very safe during his reign.</p>
<p>Another son, John B. Harris, became a well respected member of the Lackawanna County Bar Association. He was responsible for writing up the incorporation papers for Taylorville in 1894. He was Taylor&#8217;s first solicitor.</p>
<p><strong>Parley Hughes</strong><br />
Parley Hughes was a soldierof the American Revolution. Parley was born in Killingly Connecticut in 1753 and died in the Taylorville section of Lackawanna Township in 1841. He was married to Mary (Polly) Stimson Skinner in Connecticut in the year 1826. Parley was Mary&#8217;s second husband and she was his second wife.</p>
<p>As of today we are not certain that Parley served as a personal bodyguard to General Washington. Perhaps this is just the local lore passed down through the generations. No mention of it appears in numerous pension affadavits that were filed by Hughes. It is quite possible, however, that he was chosen as an auxiliary guard on one isolated occasion and this has been his great claim to fame.</p>
<p>Parley&#8217;s step-daughter, Rebecca, was the wife of John Atherton, son of Eleazer, founding father of Taylor.</p>
<p><strong>Thomas H. Jenkins</strong><br />
T.H.Jenkins was born on January 19, 1837 in Wales. In 1863 he emigrated to the United States first locating in Minersville, Schuylkill County. In 1869 he moved to and was employed in the Taylor mines by the Delaware, Lackawanna and Western Company where he served as a fire boss.</p>
<p>&#8220;This responsibility required men who were sober, courageous and faithful to the trust reposed in them, for upon their faithfulness to duty depends the lives of the miners.&#8221;</p>
<p>He was truly dedicated to this position and respected by the miners, since during his 31 years as a fire boss he never met with any accident that was attributable to his carelessness. He once served as a member of the Taylor Borough Council. Thomas was married to Catherine Davis, and together they had nine children. Their children were named: Priscilla, William G., Rebecca, Sara J., Gwinnie, George W., Mary, Richard and an unnamed infant.</p>
<p><strong>David E. Jones</strong><br />
David E. Jones was born in South Wales on October 3, 1823 and died while visiting in the United States on November 11, 1887. Upon learning of his death, his son, Professor D.E. Jones, emigrated to this country. He brought along with him his mother, Tabitha Smith Jones, who was also born in South Wales on July 27, 1894 and died in Taylor in 1894. They were Ann, Jenny, Hannah, Miriam and Bessie.</p>
<p>David&#8217;s son, Professor Jones became a leading name in the music circles of Scranton. The professor served as an organist in the Methodist Episcopal and Calvary Baptist churches in Taylor. He was especially gifted as a conductor, and in 1901 gave a very successful performance in Taylor of Handel&#8217;s &#8220;Judas Maccabeus&#8221;, with full orchestral accompaniment.</p>
<p>In 1893 Professor Jones married the former Caroline Neiger of Taylor. Their two children were named Verna and Rhea.</p>
<p><strong>George Kehr</strong><br />
George Kehr was born in Germany in 1848 and died in Taylor in 1923.</p>
<p>&#8220;He was a fair representative of the native-born sons of that country, who are noted for thrift, industry, and preseverence and who became loyal and staunch adherents of whatever country they adopted as their own.&#8221;</p>
<p>In 1864, at age 16 he emigrated to the United States locating in Scranton. In 1883 he was relocated to Village of Sibley, where he was a miner. He contributed to the growth and development of the Village of Sibley by the erection of a block in 1887, where he built his hotel. This hotel was used for miners. He was honored by his fellow citizens by election to offices of Township Clerk, Supervisor and Tax Collector.</p>
<p>In 1878 he married Miss Elizabeth Gusser. Their children were named Hannah, Sabina and Ella.</p>

When a violation of this Ordinance occurs, any person may file a complaint in regard thereto. All such complaints must be in writing and shall be filed with the Zoning Officer, who shall properly record such complaint and immediately investigate and report thereon.</p>

Section 1. The Taylor Borough Building Code is amended as follows:<br />
The following fees shall be paid to the Building Inspector upon approval of an application for a building permit and shall apply to construction, renovations and demolition:</p>
<p>In-ground Pools: fee of $25.00</p>
<p>Above ground Pools: fee of $15.00</p>
<p>Sewer Permits: for hook-up $25.00 and a $300.00† refundable deposit</p>
<p>In 2008, the Pennsylvania Legislature passed the Home Improvement Consumer Protection Act. The law requires that all contractors who perform at least $5,000 worth of home improvements per year register with the <a href="http://www.attorneygeneral.gov/hic.aspx?id=4313" target="_blank">Attorney General&#8217;s Office</a>.</p>

<h2>Special Hauling</h2>
<p><strong>Special Hauling:</strong></p>
<p>From time to time the Department of Public Works (DPW) conducts special hauling for the Borough&#8217;s residents.</p>
<p>The DPW can assist you in the following ways:</p>
<p>Sand, gravel, topsoil, mulch and clean fill can be picked up for the residents of the Borough at the availability of the DPW&#8217;s equipment and employees. Residents must submit an estimated cash amount for the purchase of these items prior to it being picked up.</p>
<p>Larger amounts of refuse items from residents can be hauled to the appropriate landfill. Residents can arrange to have a borough dump truck left at their property overnight or for the weekend by calling the DPW at (570) 562-1413. A $100.00 deposit must accompany the reservation to accommodate necessary landfill costs. In the event the landfill costs are less than $100.00 the resident will be refunded any monies due them. The landfill costs are based on the disposed contents weight. Adding weight such as cinder blocks, bricks, dirt or cement will add to the costs of dumping at the landfill. Residents can still call for special pick up of items considered clean fill, there are no costs associated , but vehicle reservation is required.</p>
<p>Please check back again for information about items accepted at the Alliance and ERSI Landfills.</p>
<p><strong>Corrugated Cardboard:</strong></p>
<p>Corrugated cardboard can be dropped off at the Public Works Garage, located at the rear of 520 Union Street, in the fluorescent orange fenced in area in front of the garage. The corrugated cardboard should be flattened and tied in a bundle with string. There should be no items left in the cardboard, such as Styrofoam shipping peanuts, plastic , wood or other packing materials in addition to any trash items.</p>
<p><strong>Paperboard Items:</strong></p>
<p>Paperboard items, such as pizza boxes, cereal boxes, beverage containers, gift boxes or shoe boxes are not accepted at the Lackawanna County Recycling Center, therefore we will not accept these items either. Please dispose of these items in you normal trash containers</p>
<p><strong>Borough Supplied Recycling Containers:</strong></p>
<p>The RED RECYCLING Containers which the Taylor Borough has purchased for you are specifically intended for recycling purposes only. Use of these containers for trash is prohibited.</p>
<p><strong>Grass Clippings and Leaves:</strong></p>
<p>Grass clippings and leaves are scheduled for pick-up on every Monday. Due to the large volume of materials being picked-up throughout the season, the run may extend to Tuesdays. In either case it is recommended you have your grass or leaves prepared for Monday pick-up.</p>
<p>Grass clippings and leaves must be placed in open topped containers or in leaf and yard bags with a weight not to exceed 35 pounds.</p>
<p><strong>Ashes:</strong></p>
<p>Ashes will be picked-up on every Monday during the Fall, Winter and Spring heating seasons. Ashes will be picked up on a monthly basis during the Summer non heating months. Please contact the Public Works Department for special arrangements</p>
<p><strong>Christmas Trees</strong></p>
<p>Christmas Trees will be picked up on Mondays during January and February. Christmas Trees must be free of ornaments, lights, and stands. Trees should not be placed in plastic bags. Those disposing of artificial trees should discard them with their normal trash.</p>
<p><strong>Small Trees and Shrubbery</strong></p>
<p>Small tree and shrubbery branches may be placed out for pick up providing they are tied in bundles. The discarded branches will be picked up on Mondays along with the grass clippings and leaves.</p>
<p>In the event you are removing a large tree from your property, or remove excessive shrubbery, please contact the Department of Public Works to arrange for the Borough dump truck to be dropped off at your location. Applicants are required to load the vehicle themselves.</p>

Silk manufacturing and coal mining were once practiced in the borough. In 1900, 4,215 people lived in Taylor; in 1910, 9,060; and in 1940, 9,002 people resided in the borough. The population at the 2010 census was 6,263.</p>
<h2>Geography</h2>
<p>Taylor is located at <img title="Show location on an interactive map" src="//upload.wikimedia.org/wikipedia/commons/thumb/5/55/WMA_button2b.png/17px-WMA_button2b.png" alt="" /><a href="http://toolserver.org/~geohack/geohack.php?pagename=Taylor,_Pennsylvania&amp;params=41_23_29_N_75_42_55_W_type:city" rel="nofollow">41°23?29?N 75°42?55?W / 41.39139°N 75.71528°W / 41.39139; -75.71528</a> (41.391279, -75.715354)<sup id="cite_ref-GR1_0-0"><a href="#cite_note-GR1-0">[1]</a></sup>.</p>
<p>According to the <a title="United States Census Bureau" href="/wiki/United_States_Census_Bureau">United States Census Bureau</a>, the borough has a total area of 5.2 square miles (13 km<sup>2</sup>).</p>
<h2>Demographics</h2>
<p>As of the <a title="Census" href="/wiki/Census">census</a><sup id="cite_ref-GR8_1-0"><a href="#cite_note-GR8-1">[2]</a></sup> of 2010, there were 6,263 people, 2,631 households, and 1,650 families residing in the borough. The <a title="Population density" href="/wiki/Population_density">population density</a> was 1,204.4 people per square mile (465/km²). There were 2,791 housing units at an average density of 536.7 per square mile (209.7/km²). The racial makeup of the borough was 94.5% <a title="White (U.S. Census)" href="/wiki/White_(U.S._Census)">White</a>, 1% <a title="African American (U.S. Census)" href="/wiki/African_American_(U.S._Census)">African American</a>, 0.1% <a title="Native American (U.S. Census)" href="/wiki/Native_American_(U.S._Census)">Native American</a>, 0.6% <a title="Asian (U.S. Census)" href="/wiki/Asian_(U.S._Census)">Asian</a>, 0.1% <a title="Pacific Islander (U.S. Census)" href="/wiki/Pacific_Islander_(U.S._Census)">Pacific Islander</a>, 2.4% from <a title="Race (United States Census)" href="/wiki/Race_(United_States_Census)">other races</a>, and 1.3% from two or more races. <a title="Hispanic (U.S. Census)" href="/wiki/Hispanic_(U.S._Census)">Hispanic</a> or <a title="Latino (U.S. Census)" href="/wiki/Latino_(U.S._Census)">Latino</a> of any race were 5.3% of the population.</p>
<p>There were 2,631 households out of which 24.8% had children under the age of 18 living with them, 43.6% were <a title="Marriage" href="/wiki/Marriage">married couples</a> living together, 13.8% had a female householder with no husband present, and 37.3% were non-families. 32.1% of all households were made up of individuals and 14.4% had someone living alone who was 65 years of age or older. The average household size was 2.33 and the average family size was 2.95.</p>
<p>In the borough the population was spread out with 20.4% under the age of 18, 59.6% from 18 to 64, and 20% who were 65 years of age or older. The median age was 44.6 years.</p>
<p>The median income for a household in the borough was $30,661, and the median income for a family was $43,611. Males had a median income of $30,238 versus $22,185 for females. The <a title="Per capita income" href="/wiki/Per_capita_income">per capita income</a> for the borough was $16,714. About 9.4% of families and 14.7% of the population were below the <a title="Poverty line" href="/wiki/Poverty_line">poverty line</a>, including 28.2% of those under age 18 and 9.8% of those age 65 or over.</p>
<p>Riverside School District in Taylor serves the boroughs of Taylor and Moosic. The mascot of the school district is the Viking. The school is small and graduates approximately around 100 students per year.</p>
